Dr. Addie Angelov, CEO: Dr. Azure D.S. Angelov, CEO & Co-Founder of the Paramount Health Data Project, she holds a BA in Elementary and Special Education from the Klipsch School of Education at Marian University, an MS from the College of Education at Butler University, a Ph.D. in Special Education and Multicultural Education from the School of Education at Indiana University Bloomington, and most recently completed the High Potential Leaders program at the Harvard Business School in Boston, MA. She served as an Associate Professor at the University of Indianapolis, where she taught in the School of Education and School of Business and served as Chair of the Institutional Review Board, earning promotion and tenure in 2011 while also serving as an Associated Adjunct Professor of Special Education in the Alliance of Catholic Education at the University of Notre Dame. Dr. Angelov has written 42 peer-reviewed research articles and five books on education, health, innovation, and exceptionality.

Dr. Mary Jo Rattermann, Director of Research: Dr. Mary Jo Rattermann, Director of Research and Co-Founder of the Paramount Health Data Project, received her Ph.D. in cognitive development from the University of Illinois at Urbana-Champaign.  She has expertise in experimental methodologies, advanced statistics, and evaluative procedures and extensive experience in conducting research in k-12 settings with students, staff & families. Dr. Rattermann has performed evaluations for the Office of Education Innovation of the Mayor of Indianapolis, Ball State University, the Association of Recovery Schools, the Christel DeHaan Foundation, and the Indiana Department of Education. Prior to founding her own research & evaluation company, Dr. Rattermann was a Research Associate at the Center of Excellence in Leadership of Learning (CELL) at the University of Indianapolis, where she was also adjunct faculty in the School of Education. Her research interests include student achievement in charter schools, the impact of mental health in schools, school-based health services, K-12 recovery from substance use disorders services, and evidence-based best practices in schools. 

Ms. Monica Reed, Data Specialist: Ms. Reed attended Indiana State University and Ashford University. She holds a Bachelor of Arts in Early Childhood Education and a State of Indiana teaching license. She has 10 years of Pre-K & Kindergarten urban teaching experience in the Indianapolis Public Schools, Global Preparatory Academy a Spanish English bilingual charter school, and Victory College Prep a P-12 college and career readiness school. She specializes in academic and health data transcriptions.

Dr. Sherri Anderson, Board Member: Dr. Sheri L. Andreson has been working in the field of education (particularly Special Education) for almost 30 years. She currently serves as the Director of Special Education for Indianapolis Classical Schools. She is also an Associate Adjunct Faculty member in the Indiana University Purdue University Indianapolis School of Education.

Dr. David Bateman, Board Member: David Bateman earned a Ph.D. in special education from the University of Kansas and is currently a professor of special education at Shippensburg University of Pennsylvania. He is a former due process hearing officer who works with school districts when they have been involved in litigation.

Mr. Razin Bouzar, MBA, Board Member: Razin is a Senior Engineer at Salesforce with experience in Big Data and development. Earlier in his career, he helped educators implement software in the classroom for both face-to-face and distance learning.

Mr. Robert Garda, JD, Board Member: Robert Garda is the Fanny Edith Winn Distinguished Professor of Law at Loyola University of New Orleans College of Law. His legal scholarship covers various topics, including the rights of students with disabilities, affirmative action, integration in K-12 education, special education spending, and legal issues surrounding charter schools. He works with national and local public interest groups on education and disability issues and frequently comments on education issues in the media.

Ms. Luisa Macer, Board Member: Luisa Macer was named Community Outreach and Fan Engagement Manager for the Indianapolis Motor Speedway in January 2021. She is responsible for executing experiential marketing activations and programs for the Indianapolis 500 Presented by Gainbridge, Brickyard Weekend, and other significant events at IMS, overseeing community partners’ relationships and activations, and building diverse audiences for the Racing Capital of the World and the NTT Indycar series.

Dr. Heidi Hancher-Rauch, Board Member: Dr. Heidi Hancher-Rauch is an associate professor and director of the Public Health Program at the University of Indianapolis. She serves her profession as the Society for Public Health Education Board Trustee for Advocacy and Resolutions and is highly active in research related to health advocacy and professional development within public health.

Ms. Jessica Monk, Board Member: A results-driven Academic and Operations Leader with a wide range of expertise in education system operations, process improvement, talent development, data analysis, strategic planning, staff relations, classroom experience, organizational safety, and replication planning/development. Possesses a proven track record of success in facility planning, project management, academic outcomes, and model expansion. Excels in instilling continual academic and operational systems improvements and building community partnerships.

Mr. Tommy Reddicks, Board Member: Tommy Reddicks is the CEO of Paramount Schools of Excellence. Since taking his first role in education in 1995, he has worked in the traditional public, public charter, and private school sectors. Tommy has been part of three separate charter school start-ups, growing a vast array of experience in the field of school operations. As a strong believer in data-driven solutions for health and education, he began partnering his school efforts with Community Health Network in 2011. This has sparked ongoing research and pilot programs in Indiana for school-based health center models that leverage correlations between academic performance and social determinants of health.

Mr. Kyle Carlson, J.D., MPA, Board Member: Mr. Kyle Carlson is the Senior Director of Government Relations for Indiana health plans at Elevance Health. An attorney by training, he is an experienced public relations professional and executive leader from both the health insurance industry and the non-profit provider community. He works closely with healthcare providers, other nonprofit organizations, community stakeholders, coalitions, government, media, and business & industry.

Dr. Andrea Tanner, Board Member: Dr. Andrea Tanner has two decades of school nursing experience and an independent program of research focused on advancing the state of the science in school nursing and youth mental health. As a nationally certified school nurse, Dr. Tanner investigates interventions to address youth stress, coping, mental health, quality of life, and school connectedness. Dr. Tanner’s program of research includes a focus on interventions that support health equity and address social determinants of health. To do this work, Dr. Tanner collaborates with an interdisciplinary team, including researchers from nursing, public health, education, social work, and psychology. This team’s goal is to conduct research that can inform legislation and influence positive school health policy changes at the local, state, federal, and global levels. Dr. Tanner employs a student-centered approach by conducting qualitative research with youth and incorporating their voices into the design of quantitative descriptive and intervention research. She has been recognized for her research efforts by the Robert Wood Johnson Foundation (as a Future of Nursing Scholar) and Midwest Nursing Research Society (as an Adolescent Health Early Career Investigator). Dr. Tanner is also past-president of the Indiana Association of School Nurses and consulting research strategist for the National Association of School Nurses.
